BESCOM is big time in taking bribe

I would honestly like to see one person who has obtained meter at BESCOM without paying bribe on an average they charge Rs 5000 for each meter I bargained and found that to be the best bribe that can be paid to get a meter. It ranges from Rs 4000 upwards for lesser price you need to have influence. I would respect beggars in this country for being honest in their work to beg secondly goondas because they are known goondas and thiefs and they do not deny that. But posing as a Govt official and blackmailing not give service unless we shell out our hard earned money is nothing less than a kidnapping and seeking ransom. These people are licensed to demand because even after the Govt knows this is happening they let it happen. India should be rated below most of the African nations on honesty scale.
