Bribe for death certificate

I am a young twenty year old who lost his father recently. My father was a gas delivery man who died at 44 due to heart attack. To recover money from his PF amounting to around 5000, I have made several trips to the registration office and the village officer to get a death certificate and a waris certificate. Everytime, there are demands for lunch and money. I have already spent about Rs. 1500 and am still visiting these offices. Is it not inhuman to make money out of human tragedy?
