Bribe for DOB certificate

I was living out of India, needed my birth certificate for my visa purpose. But concern department told the story that in our district they stopped giving Birth certificates from 6 months before, to make our work in faster way they asked 10000 INR as bribe, because I am living out of India. But later I came to know from Indian Embassy, I got the same with in a day with INR 1000/- fees. Please change that process....
