Bribe to get Medical Certificat

Duty Doctor in OPD at ********** nagar Hospital when asked ro medical certificate immediately obliged. However once the certifictae was handed over and I started to leave she demanded a fees of 100 , a bribe in the name of fees. On asking why she said " so tat I do not need to stand in Q make an OPD card and go through the test procedure "

The test is minimal but thesed doctors have made this as a means of income. This isd eplorable and punishable as well. Hc cna she be punishe d?
