Bribe to get my Father's Medical Reimbrusement

It was in 2004 and it was my first bribe, I paid it to a babu in Matralaya who was assitant to Secretary and he asked me 2000 to clear the bill and file. After that to claim my Father medical reimbursement I father had to pay 5000 to his finance department to get his claim.
