Bribe to issue Khatha

My builder, a prominent one in the city, asked me to give Rs 7000/- in cash which would be spent as bribe to Registration dept to get Khatha for my flat.

My builder has collected Rs 7000/- from almost 270 flats and has bribed / looted a ossam money.
