Bribe for Issueing Cheque Book

I had to open a Bank Account for Buying a Bike this month. Did go to a bank called " DENA BANK " Located in Hosur, Krishnagiri District. Officials in the bank had asked me to pay 1500 INR. Bt only 1000 INR was Deposited in my account. When i Questioned about the 500. They jus said it was for Cheque Book Processing.
