Bribe for medical certificate

I want to have medical certificate as i am sufferd from hapititas but the doctor demands bribe of Rs200 at that time i have only Rs 110. i request him all the way . he said ok give me Rs 100 now and bring 100 Rs tomarrow . i dont know where i am complaint for this
