Bribe for the mistake they created

Sub-registar office, Kudligi.
Sub-register office, FDC clerk mariswamy took a bribe of 5000 for mistake of his own people that they dd not upload one of the document earlier.

He asked for a set of documents and we took all of them while going to sub register office that day, but later he demanded for new documents, which essentially was not necessary but can be a supplement. We consulted lawyers who said it is not necessary. Because of lack of time to come back on next day, we had to pay bribe. in order to consult further with next level 'Sub registrar' was on sudden leave that day.
After bribe problem miraculously disappeared and he updated the same documents.

But I think this is the problem with almost all offices in Kudligi. Be it sub-registar, food officer, survey, electricity office.
Stamp and registration office throughout Karnataka is taking bribe in large amounts. And they are confident that they are not alone individually. I am not sure what can be a good solution for the corruption.

I am not sure why our system has given lot of powers for the induviduals in the public system, like sub-registar, tahashildar, DC. Police, Doctors. that they pretend t be obsolete owners and public visiting them is their slave. Almost all would favor money for the work they want to do. Alomost all of them have brokers for dealing with public.
May be we should Learn something from other countries on how public servants are working for the people

Sakala is not working fully as expected, since they them-self give a date that is convenient to take a bribe. Many time they do not want to give a receipt for the submissions.

For our current situation Would it be a good idea to install a intermediary system like Bangalore-one, to interface between public and offices?
All the paper work submissions be done at intermediary system, and this system raises a Sakala ticket, people go to the offices only for non paper work?
