Bribe for not getting the work stopped

We were reconstructing the house, we got the plan sactioned by paying bribe (as usual) and after few days of the construction being started, the BBMP officials started coming and visiting the site and said that the neighbour (we did not have a good relationship with them) had complained about the noise and said that we have to stop the work. First step towards the harrasment. Then later paid bribe and they went off. After couple of weeks later, they appeared again and said that they neighbours had lodged a complained with AE and this time it was serious and again had to cough up money for them. This saga continued till the work got completed. When calculated at the end, we had paid them more than 80000 for them. If someone is reconstructing a house, have a separate budget for the bribe.
