Bribe paid to get a birth certificate

I paid bribe in the form of money and cigarettes. And in the end what I was given was not a birth certificate, but rather a non availability certificate which was rejected as a valid proof at the passport office. I wish that officer uses that money to recover from his ill health which he would get from those cigarettes.
