Bribe paid on my behalf but not by me

• Registration of Flat or Apartment
• Paid INR 30,000

When you register a plot or apartment, there is a lumpsum money asked by the builder which includes legal as well as illegal fees. For example, I paid Rs. 30000/= to register my property recently but I know for sure that the actual expenses under this head will not exceed Rs. 2000/=

In this case, I have not paid bribe myself personally but I know that the money my builder has officially taken from me is going to the govermnent officer's pocket as a bribe.

Is there a solution to this?

If I don't pay, my builder will not register my apartment.

If I go to the office myself, I am sure I will not succeed in getting the work done.
