Bribe paid for obtaining Khata for BDA site

A BDA plot was allotted to us about 2 decades back in one of the upmarket areas in Bangalore South. We intended to construct a house on the plot. As the area now falls under the jurisdiction of BBMP, we had to obtain a khata from BBMP. We had a khata issues by BDA during the time of allotment. In effect, this was a khata transfer from BDA to BBMP - both state government departments. We had all the documents..the title holder was the first allotte from BDA. In spite of this, I was asked to pay a bribe of Rs. 5000 else was told that I would not get the khata and I will have to run around to get it. After a hard negotiation, the person settled for Rs. 4000. The system is a well oiled machinery. A good speaking man/woman sits in the first row of the ward office. When you enter the office, they offer you pleasentaries and make you comfortable. After that he/she asks what you want and once you inform them of the requirement, they say it can be done in 1 day or a week and then quote the amount. Looks like they have a standard fee structure with percentages to be paid internally. If you don't oblige, they sort of blackmail you saying that it is better if the relationship is maintained because the plan has to be sanctioned, the occupancy certificate has to be issued and so on...basically meaning to say that they can create an issue downstream as we need to approach them multiple times....The contractor told me that, for building a house, the official fee plus the bribe will make me poorer by less than Rs. 50,000 to 60,000. The official fee is probably about Rs.20,000 I suppose. BTW, coming to the khata part, the actual fee is a mere Rs. 125....
