Bribe for Plan sanction to start construction

You cannot get a Plan sanctioned to start construction of your home in Bangalore without paying a bribe. I built a house on a 30ftx40ft piece of land and I had to pay bribe for the sanction of plan and for electricity meter, water meter. When will this corruption stop. Can we do anything without bribes. If citizens dont pay, nothing moves. God Bless *******
