Bribe for property tax assesment of new apartment

The GHMC official approached us (as owners of a newly constructed building) to get the property tax assesment done. They've fixed a bribe rate of 2500/ per flat. This was brought down to 2000/-. This is something that builders routinely get done and the owners dont even know of it. in our case we found out about this only because the builder left the procedure to us.
There is no transparency as to what the calculation is to come up with the tax amount. The obvious temptation is that the official will say that he will reduce the tax amount to be paid.
