Bribe to pst office to collect passport

We have applied for passport and passport was delivered by speed post ,but could not reach us as Post office may be holding it for long.Since we were shifting to baroda in weeks time,we went to post office with proper ID cards,but post office refused to hand over the same. After paying sum of rs 1000/- they handed over the passports without verification.
