Bribe to register complaint for my stolen Laptop

I lost my Dell laptop while traveling from Salem to Erode through Bus. I was asked to register a complaint in the nearest police station (Pallipalayam Police station- Erode). I thought of getting it done without giving any bribe, but at last I realized that it was impossible without paying bribe. I waited for 6 days in the police station day and night, but did not get a complaint for that. At last I paid a bribe of Rs4500 to the Crime Inspector, Rs 200 for other officials. I got the complaint in 10 minutes as soon as I paid the bribe. At last I realized people saying that Pallipalayam police station is the Golden police station in Erode.
Nothing is Possible without paying Bribe to get things done from Government officials.
