Bribe for subdivision of my land (udumalpet)

My home town is udumalpet it's located in tiruppur district, tamilnadu. i have plan to do my higher studies in abroad. for that i need to apple for the loan. we have a land(grand parents property) but its not sub divided with my neighbours. if i need to apply a loan with this property means bank needed to subdivision. so i applied for subdivision. i need the loan before january. one month they didnt take any steps. i followed them contiously and explained my situation. After a month they openly saying we need 20000rs to subdivide and all formalities, otherwise it will take two three months. so i have no other go, already one month gone. only i have one month to apply loan and lot of formalities to apply visa also. so i paid the bribe after discounts 15000. they completed the work in two days. this is the way goverment offices like (taluk office, register office, hospitals, muncipal, panchayat,etc) are working. now i am in london. but i feel very bad regarding this. i feel ashame on me also to pay the bribe.
