Bribed for converting Katha from BDA to BBMP

I came to know I need to trasfer the katha from BDA to BBMP for my site in AECS layout, Hosur Road. I went to BBMP office on Begur road. Each one there say to contact some different person for this work. Finaly after 3 hours I came to know the person repsonsible for this katha trasfer for my area. He gave me list of documents to bring. After 1 week I went with all documents not even missing one to him. He took them and come out of office and told me to follow. After we out of office, he asked 3000rs. When I said I have all documents you need and can get any other document he need. His reply was," If you pay it now, I will process. If not I will keep it with me for some time and throw it away. In your whole life you will not be able to trasfer katha with out my help". Then I paid it and got it trasfered in a week. I felt very sad because I could'nt do anything even I have all valid documents.
