Bribed to get residential certificate

• Paid INR 700

I paid bribe of 700/- to get residential certificate even though attaching all relevant documents and sufficient supporting documents.
Officer refused and gave reasons of delaying 15-20days. An agent took 800/- and issued within 2 days for same documents. I dont even know the actual cost to get it as they didnt give receipt also.
