Builder asking for 22k for registering apartment

I am Madhavi Latha, residing in Bangalore for the last 10 years. Recently I had bought a two bedroom apartment with PSR builders. The registration is planned on 28th of this month.
However the builder is demanding 22K for registering my property. When I pointed that I am against paying bribe, they are threatening me that they will not do the registration. They are not ready to discuss any further on this. They say the amount has to be paid in the sub registrar office Basavangudi on Monday. and without that the official at Basavangudi Sub registrar officer will not register.
Can you please help me get my registration done without bribe tomorrow? Please let me know how do I proceed about this.
