So it seems that Municipal Corporation of Delhi has made the payment of taxes to be self-assessed. Except, in doing so, they were not very clear about how to assess the tax. This results in underpayment and charging of huge interests by the MCD. However, at certain MCD assessment counters, you get an offer to waive the interests upon certain cash palm-greasing. The rules of assessment are complex and subject to change. The officers know the means to manipulate the records and are willing to do so in your favor for the gratification. The only way is to simplify the rules, introduce a rule to make all assessments in favour of the assessee, make it completely electronic, and ensure only electronic payments are accepted.
