Demanded around 400 to 500 as Assessment fee for payment of Property Tax

I have made a property tax to Ponmar Panchayat on 29th August 2017 around 4600 for the past four years. While I got the receipt for this amount, the office staff got from me 5000 mentioning 500 rs. as Assessment Fee. When asked for receipt they refused telling no receipt will be given for that amount.
I have also registered a complaint to Government of Tamil Nadu via CpGrams vide GOVTN/E/2017/02677
