Do I need to bribe for My Marriage Certificate

- Paid INR 2,200
Govt Fees is 250 INR is what i am told, but they demanded me 3500 INR for which I had to bargain to 2200 INR. Interestingly, the person who takes the money from Bangalore - Domlur Registrar office says "Madam would not sign if her share is not given". Do i need to please Madam by paying etc than the Govt Fees for Marriage Registration. Why? Shame on Govt Officers.
