Geting Urban Development License [MUDA] - Mysore Catch 22 Situation - House Plan Sanction

I bought a MUDA approved site at Mysore throuh a society during 2000. I decided to construct the house during end 2010.
My lawyer submitted for plan sanction during Sep'12. Town planning authories demanded original agreement as lease period of 10 years nearing. When informed that, original is with MUDA itself, Town plannign answered that, they will not approach MUDA for to get the required original agreement and the owner has to get it from them. When approached MIUDA, they asked Completion record of house construction to release the original agreement.

I was n catch 22 situation. To construct house I wanted Original Agreement. To get Oiginal Agreement MUDA is asking for Completion record (CR).

Ultimatley I asked my builder to find out the solution. Builder is able to get everything and he asked total 8000 rupees.

All along right from age 18 I was out of my native place and now 55. Planning to settle at Mysore. Exepcting life of 65 for another 10 years of living I am constructng a house of my own. (I do not know why ?).

Do any one think, I would have achieved my construction had I fought legallyy. ?
