Getting Birth Certificate in Time

My wife went to the GHMC office in LB Nagar to get the birth certificate. She was told it will take time and cannot be done on the same day. She convinced the lady and took a form for 20/- and submitted it back. When we went to get the certificate a day before we were told office is closed for the day at 4 pm and asked us to come next day. Little did I realize that office could open for 100/-. Next day when I went at 2.30 pm, I was told that I need to pay else the person will not give the certificate and I may have to wait longer. I wanted it as I was traveling the next week and had no option but to pay up. One friend told me that I can register a complaint with the chairman of GHMC but since I was running out of time I had to settle for the 100/- bribe. Felt bad that even basic services are not spared by the bribe seekers.
