Had to pay bribe for A KHATHA TRANSFER of my building

HI , I had to pay bribe to get a khatha transfered in Banagalore BBMP office KUDLU , this bribe made my work easier but made me felt guilty of doing something wrong.
In BBMP if any person do not pay bribe his work gets stuck for ages as office will keep on asking of diffrent kinds of documents whcih is difficult to produce everytime.
