Had to shell out 25k to get my house registered

Unfortunately I had shell out 25k to get my house registered. The service I received after paying the bribe was quite royal.
If that is the case, why can't have government offer the same service to people who are ready to pay. Also, instead of officials taking bribe, could earn bonus by brining in customers. Maybe they'll persuade even those who are not willing to pay more to go for it, but then that is happening even now. This way government gets more money and the money paid to officials is also accounted.
