Harassment by the bangalore corporation officials

My husband is getting harrassed by bangalore corporation officials to pay bribes from clerks to data entry operator...for paying property tax, for extraction of property forms...we have couple of properties in bengalore...the office of one of the property lies in panchayat and he is asked to pay 3people working in office or else these people are just trying to delay the procedure by giving different reasons....n one official in corporation took rs.8000 for depositing our property tax of rs.35000....We stay abroad n wanted to finish the issue....but it is taking too long and these officials are unnecessarily delaying and harrassing my husband..
