I had to pay bribe to get the Encumbrance Certificate

There is no way other than paying bribe that you get any of the government work done. I have paid bribe multiple times and today i had to pay 200Rs bribe for a 30 Rs work.

I dont get the Encumbrace Certificate if i don't pay it.
