Nothing special to explain..evry one knows it ..when u apply for a passport a police officer(probably conistable) comes for checking your address and i think also conduct.He takes two signatures and asks for some amount..its mandatory..as i am a student i bargained from 500 to 300..when i calculated the income a police consitable would get from this source is not less than 30k a month..that in a small town such as warangal...think about metropolitans...
