Made to pay bribe for change of ownership in Chennai EB - Sholinganallur

Was asked to shell out Rs 1000 for changing the meter to my name from builder's name after I purchased it. This happened in Sholinganallur Electricity Board (OMR). They do not even do a small transaction without bribe there.
