Marriage registration in ********** court

• Marriage Certificate
• Paid INR 500

I was asked a minimum of Rs500 in order to get an interview with the magistrate.
Yes i did pay him, as he was the one who was fixing the appointment.
But at the end i didnt get married, so should i ask for a refund??
