Meter reader charges for doing his job

I own a very small business establishment, i got water connection 2 years back. first bill that came was provisional, i paid the same. after that at the time of reading the meter reader called me up and asked "kuch sewa pani kara do". I said "kya sewa paani ********** hai aap reading lo and send me complete bill, i want to pay the geniune bill, whatever it comes". after that the person did not turn up for approx 10 months. i got 1 or 2 provisional bills worth rs 100 or so. after 1 year again the same person comes and says "sahab aapka reading ke hisab se 50000/- ka bill banta hai kya ********** hai". when i asked him how come it should not be more than 18000/- as per my calculation, at that point he showed me some twists of charges and surcharges that he was going to push on to me through his deptt., finally he forced me towards a settlement under which i shall have to pay him 500/- for every reading that he takes. and this i had been doing for atleast past one year and 5 may 2012 was the last date when i last paid him the bribe.
