Multiple bribes to get a marriage certificate

We applied for marriage certificate on our own in Noida Sadar office, online fee is only Rs 15. But to get the certificate printed, stamped, and signed in the authority office we had to pay 4 different bribes total Rs 1,300 and spend 4 hours. This is really pathetic especially as the officers are asking and taking bribes in public in front of everyone.
