My missing SIM & police angle

I had lost my mobile sim card, and i didnt know by then, that "my missing sim card" has a close connection with police. for duplicate SIM, my tata docomo service provider asked to file a police complaint. i went to a nearby police station and they said, they needed an affidavit declaring that i actually owned the missng SIM, but to my surprise there was another option too, just give them 100 rupees and they will make the affidavit on my behalf.... but i used one of my police uncle's name to bypass the affidavit issue. else there was no option left but to give 100 rupees bribe in the name of affidavit.... but using a name is also some kind of bribe. isn't it???
