Name Transfer on Pradikaran Property Tax

When i was there in Pradikaran office for paying House Tax but there name of owner is wrong and was previously owner name so i have request to please give me procedure to change the name so officer told me Rs 173 is actual fees for transfer but you know it required some more to complete this process, give me Rs 1500 because it will distribute to all officers in charge , i settled it on Rs 700 *******
