New subsidised gas connection

I had to pay Rs 4500 to get a subsidised gas connection. The letter issued to me mentioned to pay Rs 1400 for the entire connection. I got a gas stove which I didn't want and had to pay a total of Rs 4500. I don't have bill for the entire transaction.
