No date/Slot available online without Agents Intervention,for PASSPORT.

I applied for renewal of passport online under tatkal,after i finished filling up i wanted to book a date,i tried 'n' number of times to get a slot for interview/submission at various centeres in AP but no interview available under tatkal was coming up all the time,someone said 1930hrs there is chance of getting the booking but the response was same,i contacted an agent near passport office,gave my papers,he said that all IT proffesionals etc .do the same they have to come to him or other agents to get the slot.Why is this even the after handing over to the most values IT firm TCS in india,there is a loophole left for someone to make money,and forcing citizens to pay a bribe to get work done,such basics such as a passport.
So unfortunate i must say!
