Officials openly asking for bribe to do my work

Lawyer Chadra Shekhar has asked for 35000 from me to complete his own work for which he is getting salary.

his mobile number is 9818881530
he has guts to ask for money for to get a small sign for the TM.

i think government is paying him salary for the same but he need money from us.
where to go, how to get things done smoothly without paying extra money.

is anyone looking after these complaints.
