Paid Bribe to get Income tax refund of 28000

I did not get the income tax refund of 28000 which was supposed to be in 2007. The person through whom we normally submit the tax return assured me to get it done as quick as possible. I submitted my papers to him, and after few days he requested me to pay 10% of the refund money as because without getting that the Income tax officer would not clear my payment. Since it was so many years I was waiting for the refund, I did not have any other option but to pay him the bribe. He asked me the refund money would be around 30000 including the interest, so I had to pay 3000. Soon after that day, I found the refund amount credited to my bank account. But I regretted as I had to pay the bribe which is against my ethics. Still I have some refund for the year 2006 which I have still not got. Some are interested to clear the amount but against that 10%, but I am controlling myself not to pay that money, though I am suffering.
