Paid bribe to get refund cheque of my company

This incident occured when I got cheque of my two year old refund. Officer asked pleasantly, "Sir, humara bhi toh kuch khayal karo". They have made a tradition, whenever I get a cheque of refund, I need to pay a bribe. Hopefully this would stop, since now things are getting online and cheque comes to my doorstep now.
