Paid bribe for getting receipt for property tax

I went to pay property tax and the person filling the forms for the property tax asked me to pay 50 rupees for each form and arround 200 for each tax receipt since he said the visit to the site would take long time and asked me to come after 1 week after a week he said he is busy and tole me to come next day. further which he delayed again another 3 days finally a guy sitting next to his chamber asked me to pay the 200 failing which i have to keep visiting the office :( I had no option but to pay the bribe....
