Paid Bribe to a person who came to collect house tax

A guy came to collect my house tax, i paid him full amount, he asled for his chai paani. i gave him hundred rupees he said 'issse kya hota hai' aaj kal poore office mai dena padta hai. Finally he took 500/- from me. I dont know why i paid that. because he was not generating my receipt
