Paid bribes many times

I applied for my passport almost 3 months ago in Bhopal after which I went for police verification in my city 1 month after I applied. I have paid almost Rs.1500 to various police officials but they still don't seem to take interest in the work inspite of the bribe. The latest bribe I paid was for Rs. 500. I need my passport urgently.
