Paid money to get a Seat

I was travelling In Betwa Express from Kanpur to Raipur. Due to last moment plans I didn't get a reservation instead I took a general ticket. The train was running empty so I decided get a seat in the reserved class I paid the TT the excess fare as well as penalty but the TT asked for Rs. 200 more for which he did not provide any receipt and very shamelessly said," ye to dena hi padega". Even though I had paid the required amount for which he gave me a receipt too.
