Property card glimpse

I want to buy a property, and wanted to ascertain that the seller's name is on the property card. To view the property card, my lawyer and I visited the mamletdar Haveli No. 1 office in Pune city. My lawyer asked me to pay Rs. 100 to Mr. T peon/clerk who sits in this property card room, so that we could see if there were any names attached to the property I was interested in. Then my lawyer and I proceeded to the records office to pay Rs. 3500 to Mr. S in order to cross-check the authenticity of Index II and agreement papers of the seller. My lawyer explained the helplessness as these "officials" would not cooperate and things that take 5 minutes could take 5 days or more + time and costs in fuel, transportation, documentation. Everyone regarded this as convenience fees that have to be "gladly" coughed up.
