Raipur Nagar Nigam Official asked for bribe of Rs 1500 on Property Tax

I had gone to pay Property tax in Nagar Nigam. I was not aware of the norms and took with me previous year's property tax slip as reference with the assumption that the same amount will be required for this fiscal as well. The official asked whether you have lent out the house. Yes, I replied. Both the floors, he asked. Yep, was my answer. Then, its commercial.
I said that, I want to pay proper tax and if its commercial then I will pay the extra amount. He replied, since all that will take time, and no one will know about it, you just pay me non- commercial , i.e. residential property tax amount. Apart from it, pay me 2000.
I told him, I am not sure about the legalities, please let me know the extra amount. Yet he and his side kick cajoled me to pay non-commercial property tax.
Thereafter, I negotiated on bribe and it settled on 1500. Further, I paid him Rs 8500 when the tax amount was Rs. 8447. Not to mention, he didnt bother to return the Rs 53 out of it.
The total amount that went to his pocket was Rs 1553.
Interestingly during all this, he cribbing about another colleague of his, who takes bribe. After leaving the office, I felt embarrassed and extremely angry with myself.
