Regsitration was delayed unduly by corrupt bomnahalli sub-registrar until i paid

Bomnahalli sub registrar office must be permanently closed. all the clerks and officers there are $@$^@&#$ nothing works without money even though they have put board outside saying undue harassment should be reported. Whom shall we report to the the king of corrupts Mr Sr Sub-Registrar or the Marriage Clerk who asks to pay it to his peon. My registration was kept delayed unduly for a week as i did not agreed to pay. But finally the king and gang of corrupts had their way and their family members are having their lives running on my money.
