Rs 500 Bribe at Begur Marriage Registrar

The whole process went on smoothly but at the last before giving us the Marriage Registration Certificate the official asked for fees of minimum Rs 1000 then after lot of negotiation he agreed for Rs 500. Feel really cheated after doing this but is it a norm which no one in this country can change?
